Proposal Objective:

SI is pursuing a bid for an upcoming five-year Blanket Purchase Agreement for the implementation of the USAID/Pakistan Performance Monitoring and Evaluation Services (PMES) Activity. The objective is to provide high-quality, reliable, timely and objective performance monitoring services to help ensure sufficient oversight of USAID/Pakistan activities. The primary focus will be independent monitoring; however, the mechanism may also be used for select evaluations or assessments related to learning priorities of the Mission. This activity is expected to provide performance monitoring and evaluation support services to all USAID/Pakistan sector teams, including but not limited to, Health, Population and Nutrition, Education, Economic Growth and Agriculture, Energy, Stabilization and Governance, and Community Resilience.

Position Description:

SI is seeking a local Evaluation Methods Specialist to provide technical guidance and leadership to the USAID/Pakistan PMES contract. This position will be based in Islamabad, Pakistan. The Evaluation Methods Specialist will be a core team member and on a full-time basis throughout the five-year duration of the program.

**Please note: This is a local position. Only candidates with Pakistani citizenship will be considered.**

Responsibilities:

  • Oversee evaluation, analyses and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques.
  • Responsible for the design, quality development and production of all evaluations reports and any assessments, population based surveys and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
  • Minimum of eight years of progressively more responsible experience in monitoring and evaluation and performance management of international development projects, preferably in developing countries; project management; research methods; and project design.
  • Previous experience in conducting project monitoring and program evaluations, surveys, assessments, and data analysis.
  • Possess knowledge of international best practices on project design, implementation, evaluation and learning, as well as excellent interpersonal, writing and presentation skills.
  • Demonstrated capacity to manage activities in a multi-cultural environment and experience providing consulting services in helping clients analyze problems, devise solutions and adopt solutions.
  • Appropriate interpersonal skills to satisfy the requirements of the position.
  • Experience working in Pakistan required.
  • Exceptional proficiency in written and spoken English and fluency in written and spoken Urdu is required.
